From October 20 to 22, 2025, the “Fourth Advanced Seminar on Marine Engineering and Technology” successfully concluded in Annaba, Algeria. The seminar was academically guided by the ICEE Global Leadership Development Base, and organized by the General Management Office of the Annaba Port Mining Terminal Expansion Project in Algeria. This seminar attracted more than 60 enthusiastic participants, including trainees from key government departments responsible for port construction, such as the National Port Infrastructure Construction Agency of Algeria, provincial public works bureaus, and provincial port authorities, as well as from design and consulting institutions and leading local port construction enterprises.

Classroom Learning

As an important continuation of the deepened Belt and Road engineering education cooperation between ICEE and China Harbour Engineering Company Ltd. (CHEC), this training program adheres to the engineering education philosophy of “originating from engineering, relying on engineering, enhancing engineering, and returning to engineering.” It carries forward the innovative industry–education integration model established in the first three sessions.

The participants gave unanimous praise to the training program for its course quality, practical content, and organizational arrangement. They generally agreed that the curriculum focused on key areas of the industry and closely aligned with the practical needs of port construction. It not only enhanced their professional skills and overall competency, but also created a cross-agency and cross-disciplinary platform for communication and collaboration, laying a solid foundation for coordinated work in the future. Many expressed their hope to continue participating in such high-quality professional training programs.

The successful completion of this training program has helped cultivate a group of localized professionals in Algeria who possess both an international perspective and strong practical skills, laying a solid foundation for the sustainable development of local infrastructure. It stands as a concrete achievement of ICEE and China Harbour Engineering Company Ltd. in putting the Belt and Road Initiative into practice.
