On June 6, 2025, the ICEE Global Leadership Development Base held a project report and exchange event in Beijing for the “Global Leadership Development Program for Middle East Region Expatriate Managers.” The event was chaired by BAI Yinzhan, Party Secretary and Chairman of China Harbour Engineering Company Ltd. Participants included WANG Sunyu, Deputy Director and Secretary-General of the UNESCO International Centre for Engineering Education (ICEE), and Professor at the School of Education Tsinghua University; CHEN Shengmin, Researcher at the Leadership Research Center of the School of Economics and Management Tsinghua University; SHEN Ye, Assistant to Secretary-General of ICEE and Secretary-General of the Global Partnership Committee of ICEE; LI Haiquan, Deputy General Manager (Acting) of the Human Resources Department of China Harbour Engineering Company Ltd.; and LE Yeqing, Assistant General Manager of the Human Resources Department. Together, they engaged in in-depth discussion and exchange on the program’s development.
BAI Yinzhan extended a warm welcome to Professor WANG Sunyu and the members of the project team. He stated that the “Global Leadership Development Program for Middle East Region Expatriate Managers” holds significant importance for the company’s internationalization strategy. As the company continues to expand its operations in the Middle East, it is crucial to cultivate a team of expatriate managers with a global perspective, cross-cultural communication skills, and outstanding leadership capabilities.

SHEN Ye and CHEN Shengmin, on behalf of the project team, presented the research findings. They provided a detailed explanation covering the study of the global leadership competency model for expatriate managers in the Middle East region, as well as individual assessment reports on global leadership in the region. They also offered management recommendations for the development of global leadership in the Middle East. These outcomes not only provide a theoretical foundation for China Harbour to optimize its training system for expatriate managers but also offer strong support for the company’s sustainable development in the Middle East region.
Professor WANG Sunyu spoke highly of the research conducted by the project team of the “Global Leadership Development Program for Middle East Region Expatriate Managers,”noting that the results possess strong theoretical value and practical significance. He emphasized that the ICEE will continue to leverage its strengths to deepen collaboration with China Harbour and support the company in cultivating more outstanding international talent on a global scale.
During the open discussion session, participants engaged in a lively discussion centered on the research findings. Drawing on their own professional experiences, they shared ideas and suggestions on how to better implement the research outcomes and enhance the leadership capabilities of expatriate managers,laying a solid foundation for the further refinement and implementation of the project.
SHI Zhongqiang, Senior Manager of the Human Resources Department at China Harbour Engineering Company Ltd., and LI Chao from ICEE also participated in the exchange.
The event marks an important initiative jointly undertaken by ICEE and China Harbour to advance the localization and internationalization of talent development, and to continuously promote engineering education and capacity building. By exploring and innovating talent development models, both parties aim to cultivate more high-caliber, versatile international leadership talent for China Harbour’s global competitiveness, contributing to engineering-driven sustainable development.
