On April 16, 2025, the opening ceremony of the third advanced training program on Marine Engineering and Technology, jointly organized by China Harbour Engineering Company Ltd. and the ICEE Global Leadership Development Base, was held at the Port of Annaba in Algeria. Professor Wang Sunyu, Deputy Director and Secretary-General of the International Centre for Engineering Education under the auspices of UNESCO (ICEE) and the Institute of Education at Tsinghua University, Assistant to Secretary-General of ICEE Shen Ye, Deputy General Manager of the Human Resources Department of China Harbour Engineering Company Ltd. Li Haiquan, and General Manager of China Harbour Engineering Company Ltd. Algeria Branch Sun Yingguan, attended the event online. Houssin Chachoul, Secretary-General of the Algerian National Port Infrastructure Development Authority, along with more than forty trainees, attended the ceremony in person. The event was hosted by Feng Yuanfei, Project Manager of the Annaba Port Expansion Mining Terminal Project.
Professor Wang Sunyu introduced the mission and development history of ICEE. He noted that ICEE, as a UNESCO Category 2 centre with a primary focus on engineering education, jointly launched the ICEE Global Leadership Development Base with China Harbour Engineering Company in 2021. Upholding the strategic cooperation philosophy of "originating from engineering, relying on engineering, enhancing engineering, and returning to engineering," ICEE has been actively promoting localized talent development to contribute to the effective implementation of the Belt and Road Initiative.

Li Haiquan highlighted the achievements of China Harbour Engineering Company and its strengths across the port industry chain. He emphasized that the Annaba Port Expansion Mining Terminal Project is one of the company’s key strategic projects in Algeria. China Harbour will accelerate the implementation of its localized talent development strategy, encourage technological innovation, and invest more resources in enhancing the skills of local talent. He expressed hope for continued close cooperation with all trainees in future work, working together to drive ongoing progress in the field of marine engineering and technology.
Sun Yingguang stated that the Annaba Port Expansion Mining Terminal Project is currently the largest contract awarded to the company in Algeria, and represents a significant achievement in actively advancing the Belt and Road Initiative. This training program is practice-oriented, with course content closely aligned with engineering design, construction technology, and other relevant aspects of the port sector, aiming to help participants tackle real-world challenges in project execution.
Houssin Chachoul noted that this training course, through the integration of industry and education, will cultivate a group of localized talents in Algeria with mastery of core port engineering technologies, and enhance the local team's ability to solve practical project challenges. He emphasized that the training not only accelerates the alignment with technical standards but also creates sustainable employment opportunities through knowledge transfer.
Guerdane Oura, Head of the Marine Engineering Services Department at the Annaba Public Works Bureau and an outstanding African female engineer, delivered a speech on behalf of the trainees. She expressed her gratitude to ICEE, the Algerian Ministry of Public Works and Infrastructure, the National Port Infrastructure Development Authority, China Harbour Engineering Company, and other supporting organizations. She stated that the Annaba Port Mining Terminal Project is one of Algeria’s key projects for achieving national infrastructure modernization. As engineers, they shoulder great responsibility and look forward to learning advanced international technologies and strengthening teamwork capabilities through this training program to ensure the successful implementation of the project.

This advanced training program is conducted under the academic guidance of the ICEE Global Leadership Development Base and is based on the Annaba Port Mining Terminal Project in Algeria. More than forty participants in the training program come from the Algerian Ministry of Public Works and Infrastructure, the National Port Infrastructure Development Authority, public works bureaus from across the country, project consultant, and consortium partners. Notably, female engineers account for one-third of the total number of trainees.
