On the morning of November 21, 2025, a delegation led by Mao Lixiong, Deputy Director of the Shanghai Pudong New Area Education Bureau, visited ICEE and held an expert consultation symposium on the “15th Five-Year Plan for Education Development in Pudong New Area.”
Those attending in person included Wang Sunyu, Professor at the School of Education Tsinghua University and Deputy Director and Secretary-General of ICEE; Zhao Chao, Director of the Research & Development Affairs Office at Tsinghua University; Qiao Weifeng, Deputy Secretary of the Party Committee of the School of Education at Tsinghua University and Assistant Secretary-General and Associate Professor in Researcher of ICEE; Xu Lihui, Assistant Secretary-General of ICEE; Chen Wei, Director of the Communication and Liaison Department of the Ministry of Education’s Online Education Research Center and Administrative Head of XuetangX; Xing Xing, Senior Editor of People’s Education; Wu Yao, Director of the Organization and Personnel Division of the Pudong New Area Education Bureau; Li Baiyan, President of the Pudong Education Development Research Institute, and Li Jun, Vice President of the Institute.Online participants included Zhang Difang, Deputy District Mayor of the Pudong New Area Government; Gao Guozhong, Director of the Pudong New Area Education Bureau; and Li Xiaoliang, Deputy Director of the Bureau.The meeting was chaired by Mao Lixiong, Deputy Secretary of the Education Working Committee of Pudong New Area and Deputy Director of the Education Bureau.

Professor Wang Sunyu stated that Pudong New Area, as a core zone for carrying national strategic missions, has a demonstrative significance for education reform nationwide through its “15th Five-Year Plan” for education development. He expressed the hope that the experts would pool their wisdom and contribute to the educational development of Pudong New Area.
Li Jun reported on the overall framework, core indicators, and key initiatives of the Draft of the “15th Five-Year Plan for Education Development in Pudong New Area.” Following the report, the participating experts engaged in in-depth discussions on topics such as the “integration of education, science, and talent,”“AI-empowered education,”“STEM and science education leadership,” “internationalization and opening-up,” and “industry–education integration and collaborative development.” They offered constructive suggestions regarding the plan’s strategic positioning, indicator system, and policy measures.
Vice District Mayor Zhang Difang expressed gratitude to the experts for their precise insights. She stated that Pudong New Area will carefully absorb the experts’ suggestions, further align the plan with the national strategy for building a strong education system and with Shanghai’s requirements for high-quality educational development, and work swiftly to refine the planning document. The goal is to produce a forward-looking, pragmatic, and locally distinctive blueprint for education development in Pudong.
This symposium was the first expert consultation meeting organized by Pudong New Area for the formulation of its “15th Five-Year Plan” for education development. It provided important insights for further optimizing the plan and offered strong support for advancing project collaborations between Pudong New Area, universities, and research institutions. It also contributes to building a new education development framework that features Pudong’s unique characteristics, serves as a national model, and carries international influence.
