On May 22, 2025, ICEE Global Leadership Development Base successfully organized a special training on overseas port construction technology at the Ndayane Port project in Senegal. Representatives from the project owner DP World, consulting firm CGR, and joint venture partner Jan De Nul participated in the training.
The training, themed "China Harbour's Overseas Port Construction Technology (Breakwaters and Revetments)," focused on cutting-edge technologies in the field of port construction. It aimed to cultivate more engineering and technical talents with an international perspective in the host country. The project’s technical lead, drawing on the actual construction experience of the Ndayane Port project, combined on-site visits with theoretical lectures to provide in-depth instruction to over 50 students from the Institut Polytechnique de Saint-Louis in Senegal. Key topics included the functions and types of breakwaters, structural components, breakwater design and physical model testing, as well as construction methods. The students gained a systematic understanding of the core technologies involved in breakwater and revetment construction within port engineering. The instructor also addressed questions on criteria for selecting different types of breakwaters, design elements, and construction procedures.

In recent years, under the framework of the “Plan for an Emerging Senegal (PSE),” the Senegalese government has significantly increased investment in infrastructure, driving growth in the demand for local civil engineering and substantially improving employment opportunities for local civil engineers. This training program serves as a vivid example of the company's commitment to a shared future and joint development with the host country. It also promotes ICEE Global Leadership Development Base’s innovative model of industry-education integration. The university representative highly praised the event, stating“by connecting with a world-class port construction project, our students have gained exposure to internationally recognized engineering management standards, which is of great significance to the cultivation of infrastructure development talent in Senegal.” Outstanding students from the training will also have the opportunity to intern on the project, further advancing China Harbour’s international and localized talent development strategy.
The ICEE Global Leadership Development Base is one of the key outcomes of China Harbour Engineering Company's implementation of the strategic partnership between China Communications Construction Group and Tsinghua University. Jointly initiated by the UNESCO International Centre for Engineering Education (ICEE) and China Harbour Engineering Company Ltd., the Base was officially inaugurated in December 2021. Its mission is to advance engineering education and capacity building in alignment with the United Nations Sustainable Development Goals. Over the years, the Base has upheld the strategic collaboration philosophy of “Rooted in Engineering, Driven by Engineering, Enhancing Engineering, and Returning to Engineering.” It has actively carried out localized talent development initiatives, jointly promoting engineering education and capacity building, and contributing to the effective implementation of the Belt and Road Initiative.
