XIE Zheping Delivers Keynote Speech at 2021 Annual Conference of the International Education Branch of Chinese Society of Education

Society of Education (CSE) and the 2nd Beijing Foreign Studies University Forum on Comparative Education and International Education was held in Beijing. This conference focuses on innovative ideas and practical experiences of international education development and exchange of talent cultivating in the new era. Over 40 professors, international education experts, and education counsellors conducted in-depth exchanges and discussions on six themes at the conference.
 
Dr. XIE Zheping, an associate research professor of the Institute of Education Tsinghua University and ICEE, was invited to give a keynote speech entitled "The Necessity and Legitimacy of Global Education Governance" at the parallel session of Policies and Practice on Global Education Governance. She argued that the challenge posed by the COVID-19 pandemic to global education illustrates the necessity of global governance in education, and global education governance is a new form of global governance, according to UNESCO. She also proposed that education is a basic human right, which offers the legitimacy of global education governance. Moreover, many important documents, including Rethinking Education: Towards a Global Common Good? and Global Convention on the Recognition of Qualifications Concerning Higher Education, made it clear that education is a common good. She pointed out that global governance does not deny national sovereignty, but changes the state-centered/society-centered paradigm. Global governance may help to improve the effectiveness of global public education governance by transcending traditional national policies in a proper degree on the basis of national sovereignty.
